Some careers chase visibility Justin Fulcher’s has chased durability instead, a distinction visible across two very different chapters of his professional life spanning more than a decade of work.

The first chapter started with RingMD, the telemedicine company he co-founded in 2013 when he was just 21 years old. RingMD connected patients across Asia with remote physicians at a moment when mobile networks had spread faster than clinics or hospitals could follow. “Healthcare is one of those things that affects everybody,” Fulcher told Charleston Digital Corridor in 2020, describing the gap his company set out to close for underserved patients.

The platform’s design reflected that gap directly. Rather than porting a Western telehealth model onto Asian markets, Fulcher’s teams built for spotty bandwidth and inconsistent infrastructure from the outset. That approach earned him a spot on Forbes Asia’s 30 Under 30 list in 2017, and he remains connected to the company today as a board member and minority shareholder, even without a hand in daily operations.

From Healthcare Into Government

The second chapter opened in early 2025, when Justin Fulcher joined the Department of Defense as a Senior Advisor to the Secretary of Defense. There, his focus shifted to acquisition reform, an area where procurement timelines historically stretched for years before software ever reached the field. Under his involvement, some of those timelines shrank down to months instead.

Fulcher also traveled with senior defense officials to high-level dialogues in the Indo-Pacific, carrying forward the same instinct for regulated, high-stakes environments that shaped his earlier career. His academic credentials, including a Middlebury Institute master’s degree and doctoral studies underway at Johns Hopkins SAIS, reflect a deliberate pivot toward international security and supply chain questions, particularly around rare-earth materials and technology innovation.
