Dr. Richard Shinto Leads InnovaCare’s Continuing Effort To Serve Its Members
Dr. Richard Shinto is the President and Chief Executive Officer (CEO) of InnovaCare Health, a leading provider of Medicare Advantage and Medicaid health plans in Puerto Rico.
Dr. Shinto received a B.S. degree from the University of California Irvine, and a medical degree from the University of New York at Stony Brook. He also went on to earn an M.B.A. from the University of Redlands in Redlands California.
Dr. Shinto began his medical practice as an internist and pulmonologist in Southern California on innovacarehealth.com. After 14 years as a practicing physician, Dr. Shinto moved to the business side of medicine.
From 1996-1997 Dr. Rick Shinto served as the Vice President of Medical Management for MedPartners. Dr. Shinto next served as the Chief Medical Director for Cal Optima Health Plan. Dr. Shinto’s emergence in the business and managed care side of medicine continued when he joined Medical Management Pathways Company as their Chief Operations and Chief Medical Officer. Dr. Shinto has also served as the Chief Medical Officer of NAMM California, and the CEO of Aveta, Inc.
Dr. Shinto took over as CEO of InnovaCare Health in 2012. Under his leadership, InnovaCare administers two Medicare Advantage Plans in Puerto Rico serving over 200,000 Medicare members and 7,500 medical providers. InnovaCare Health also administers two Medicaid plans through the Government Health Plan of Puerto Rico.
In August 2016 Dr. Shinto led InnovaCare to join the Health Care Payment Learning and Action Network (LAN). LAN is an effort developed by the Department of Health & Human Services in 2015. Through this program of InnovaCare, Dr. Shinto hopes to move the U.S. health care payment process to focus on payments based on the quality of care rather than the quantity of services rendered.
Dr. Shinto’s history of innovation was recognized in 2012 when he was named the Ernst & Young Entrepreneur of the Year in the service category for the State of New Jersey. This award is presented to executives who have shown success in the areas of innovation and commitment to their companies and communities.
Dr. Shinto is also a regular publisher in medical journals and has served as a member of the California Association of Physician Groups, the Health Net Quality Improvement Council, and the PacifiCare Quality Improvement Committee.
